Information for Residents and Tenants

Rules for Garbage Bins

story 1image The Association wishes to remind all members and tenants of the rules for garbage bins. In order to continue to avoid sanctions from City of Key West Code Enforcement, it is essential that all residents of the CME Homeowner Association properties adhere to the following rules:

  • All garbage bins are labeled with the unit address.
  • Residents should either store garbage bins on William Street or pull bins into the back of property (within the gates). ALL UNITS NEED TO COMPLY WITH THESE NEW CHANGES TO AVOID CITATIONS FROM THE CITY OF KEY WEST.
  • Residents should use only the bin marked with their address.
  • If bins have been stored in back of property, theyshould be moved to William Street on Tuesday and Friday evenings for pickup on Wednesdays and Saturdays.

The black bins marked "CMEHA ONLY" are for the use of the Association's landscaper and should not be used by any resident for any purpose.

Parking at CME

story 1image Every building in the CME Homeowners Association (807, 809 and 811) has an off-street parking lot in front. Each unit within each building (101, 102 and 103) has one off-street parking spot allocated to it in front of each building. Additional parking for second cars and guests is located curbside on Washington Street. Signs have recently been posted to warn non-residents/guests against parking in these locations.

The area near each bicycle rack is intended for vehicles to back into from the opposite side of the lot. These areas should be kept clear at all times to allow those vehicles the space required to back up and pull out. No bicycles or scooters should be parked in these areas. Bicycles should only be locked to the racks. Scooters should be parked in vehicle spaces.

The diagram will provide an overview of how the parking lots were designed to work. To be courteous to all residents, cars should only be parked in the off-street lots according to this diagram.

These areas SHOULD BE KEPT CLEAR AT ALL TIMES to allow those vehicles the space required to back up and pull out. No bicycles or scooters should be parked in these areas. Bicycles should only be locked to the racks. Scooters should be parked in vehicle spaces.

The owner of any vehicle or scooter which is parked in the “Keep Clear Zone” may be fined for a violation of this rule.

Only owner and renter vehicles may be parked in the lots. The following are specifically prohibited from parking in the lots:

  • Boats
  • RV's
  • Comercial vehicles including vans and work trucks.
  • Oversize vehicles such as dual wheel axle’s.

Landscaping Maintenance (VERY IMPORTANT)

Beginning immediately March 26, 2012, the association will be checking all properties for potential landscaping that may contribute to creating a mess in the back alley and common areas. A message stating the association policy is being sent to all property owners and we ask that you read it carefully. The following must be adhered to:

  • All dead palm fronds that fall within the boundary of a property MUST be disposed in that property’s green garbage bin. Dead fronds and other foliage MUST NOT be thrown into the back alley for any reason whatsoever.
  • Any foliage that is yellow/brown and is in danger of falling beyond the perimeter of the property boundary must be trimmed so as to not fall on its own.
  • Any foliage that does inadvertently fall onto association common property or the City of Key West right of way must be picked up by the respective property owner at the earliest possible opportunity.
  • Any property which needs trimming as discussed above may be trimmed by the association with the property billed the cost of trimming or $100, whichever is greater.

Porches & yards

  • All porch’s and yards (especially front yards) must be maintained in an appropriate manner as to be clean and attractive.
  • Chairs, bistro tables, hammocks, etc. are permitted on porch’s.
  • Storage of any articles of any kind on porches or in the front of the property is specifically prohibited.
  • Grills are prohibited from the front of the property.
  • Each owner is responsible for landscaping maintenance on their property. If the area is not properly trimmed and maintained the Association may, as provided in the Declaration and Bylaws, have a landscaper trim the area and bill the unit owner.
  • The feeding of animals of any kind on porch’s or anywhere outside is prohibited.
  • Garbage bins are not permitted in the front yards.

Exterior

  • Each owner is responsible for the maintenance of the exterior of their unit.
  • No external repairs or renovations may be undertaken without first getting the approval of the Board of Directors.
  • No mechanical devices or additions to the exterior may be added without first getting the approval of the Board of Directors.
  • No owner may repaint any surface of the exterior of the building without first getting the approval of the Board of Directors.
  • The only color permitted on the siding is glossy white.
  • The only color permitted on the shutters is blue.
  • Satellite dishes are not permitted on the exterior of any property.

Being A Good Neighbor

Noise

Since all of the units are close together and many share walls and fences, this noise can be annoying at times. Sometimes the source of the noise may be internal to a unit. Even though the buildings are built with extra thick wallboard and insulation in the common walls, noise can still migrate from one unit to another. Key West city Code of Ordinances defines the limitations for noise.
